a Representative of an urban, industrial community, Scott, formerly
Rockford's City Attorney, takes a keen interest in municipal law
as a member of the House Committee on Local Government. Additionally,
he serves on the House Energy and Environment, Judiciary II (civil
law) and Aging committees, as well as the special committees on
Electic Utility Deregulation, Conflict of Interest and the Heiple
Investigation.
Urban problems faced by his constituents like crime and safety
are keys to Scott's legislative agenda. He sponsored two innovative
anti-crime bills, the Streetgang Racketeering Act and the Drug
Dealer Liability Act. Both expand the powers of police and prosecutors
to curb street violence caused by gangs and drugs.
Scott is a reform-minded legislator as well, taking a strong interest
in Illinois education funding reform which is so critical to Rockford
area schools. He also has promoted state government operational
reforms such as the "Gift Ban Act" and policy changes at the Department
of Children and Family Services to better protect children.
Doug and his wife, Tammy Johnson Scott, married in 1985, live
in a middle class neighborhood near downtown Rockford. Tammy manages
a specialty clothing retail outlet called "Alpine Uniform".
