East Policy
Israel is America's closest friend in the Middle East, and the United States must stand with Israel as both our countries fight terrorism. We must remain deeply involved in bringing the parties to the peace table. The United States has made clear that the terrorism must stop - there is no excuse, no cause, no long-term goal that can justify the intentional killing of innocent civilians. It is time for those who say they are on the side of peace and opposed to terrorism to prove it with actions.
The Palestinian people have not been served well by Yasser Arafat. He either has the power to stop the terrorism and refuses - in which case he deceives us - or he is powerless and brings little to the bargaining table. It is time for more Arab states truly committed to the Palestinian people to press for a Palestinian leader who can end this bloody stalemate.
In general terms, one of the most important things our country can do to fight terrorism is to promote democracy in the Middle East. The lack of democracy in many Middle Eastern countries has led directly to Islamic extremism. There are almost no outlets for political expression in a region filled with kings, emirs, and rubberstamp parliaments - except at the mosque. It is no accident that most of the terrorists were originally from countries that allow no dissent or meaningful political participation.
