HIV/AIDS
I strongly support increased funding for HIV/AIDS research, education, prevention, and services, both in the United States and abroad. In February, 2002 I introduced the Global CARE Act, legislation designed to combat the global AIDS crisis through increased coordination between U.S. agencies active in addressing the worldwide AIDS crisis and better accountability of the human and financial capital invested in fighting the disease. The bill authorizes $2.5 billion to agencies involved in combating AIDS and to the Global Fund to Fight AIDS, Tuberculosis and Malaria.
As a member of the Senate Appropriations Committee, I helped to secure an increase of $39.2 million over last year's funding level for the Global AIDS Program at the Centers for Disease Control and Prevention and an increase of $135 million over last year's funding level for the AIDS initiative at the U.S. Agency for International Development. I also am a strong supporter of the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act, which helps provide emergency assistance, comprehensive care, and early intervention in the treatment of AIDS. CARE Act programs have allowed many HIV positive individuals to live longer, healthier lives by linking them with health care services.
