Finance Reform
I cosponsored and voted for comprehensive, bipartisan campaign finance reform legislation passed by the Senate in March 2001, which would ban soft money in federal elections, provide a reasonable updating of federal limits on individual contributions to reflect inflation and increase the accountability and disclosure requirements for sponsors of campaign advertising. I am pleased that this legislation has since been signed into law. I voted for a Constitutional amendment to allow Congress and states to set reasonable spending and contribution limits.
I've run many campaigns throughout my 20 years as an elected official and managed campaigns for others before appearing on the ballot myself. I personally can attest to the toll that wildly expensive campaigns take on a candidate - time that could be spent formulating policy and meeting with voters is spent dialing for dollars on the phone. Most of the money is spent on television advertising, which is by far the most expensive component of a campaign, and I support reducing the cost of air time for candidates. This move alone would significantly lower the cost of the modern campaign.
