States Coast Guard at Chicago's Navy Pier. Durbin later won this
fight, securing $2 million in federal funding for the Coast Guard
to patrol Chicago's Lake Michigan Shoreline. The state of Illinois
and the city of Chicago will match the federal contribution with
$2 million each toward the $6 million project.

Durbin and Gov. George Ryan break ground on the National Corn to
Ethanol Plant at Southern Illinois University at Edwardsville. As
a member of the House of Representatives in the early 1990s, Durbin
jump-started the project by working to provide $2 million for preliminary
studies and planning. At the close of the Clinton Administration
in 2000, the Department of Agriculture released $14 million for
the plant.
